Inauguration Ceremony for private notary Dra. Mok I Leng

The inauguration ceremony of private notaries in Macau took place on the 12th of December 2019, of which Dra. Mok I Leng was one of the lawyers appointed as a private notary by the Legal Affairs Bureau of Macau, becoming viable to perform notarial activities in the Macau Special Administrative Region. Consequently, an oath of honor was taken at the said ceremony, in which an oath was taken for the proper exercise of her powers as a private notary that will increase the quality and efficiency of the notarial services.

Inauguration Ceremony of the Public Trust International Arbitration Association (Macau)

The inauguration ceremony of the Public Trust Internacional Arbitration Association (Macau) took place on the 8th of November 2019. In the presence of professionals from various areas such as Macau, Hong Kong, and Mainland China, where the President of The Association, Ms. Mok I Leng, addressed the purpose for creating the respective Association and through the said Association to promote international arbitration and mediation in the Macao SAR by bilateral and multilateral exchange and collaboration, as well as, aims to facilitate the study of arbitration and mediation for the betterment of the society. The AAICPM will organize and participate in various forums, conferences and lectures as well as publish several up-to-date articles on the topic on arbitration and mediation in order to promote arbitration, mediation and the relevant regulations in this field to the general public of Macao, Hong Kong, Mainland China, and ASEAN countries. The Association also aims to consolidate as an important international arbitration center under the rich cultural background that affects the asia-pacific region as well as to strengthen Macao’s position as a preferred international arbitration and mediation center in the Asia-Pacific region for Sino-Portuguese conflicts in the Greater Bay Area, due to its’ relevant cultural background.

Madam Mok I Leng (Macau lawyer and President of the Board of the “Public Trust International Arbitration Association (Macao)” – PTIAA) and Ms. Esther Li, trainee lawyer in Macau and Vice-President and Secretary-General of the said Association, met as part of a work group in Zhuhai on April 10th 2019, among others, with Dr. Liu Wenwu, Dr. Han Haidong, Dr. Li Lihua, Dr. Huang Kaixin, Dr. Qiu Song, Dr. Shi Fu, and Dr. Chen Hongcun

Madam Mok I Leng (Macau lawyer and President of the Board of the “Public Trust International Arbitration Association (Macao)” – PTIAA) and Ms. Esther Li, trainee lawyer in Macau and Vice-President and Secretary-General of the said Association, met as part of a work group in Zhuhai on April 10th 2019, among others, with Dr. Liu Wenwu (lawyer and secretary of Yingke Law Firm in Zhuhai), Dr. Han Haidong (President of Zhongshan Sub-Commission of China Guangzhou Arbitration Commission), Dr. Li Lihua and Dr. Huang Kaixin (secretaries of the said Commission), Dr. Qiu Song (lawyer and Finance Director and a member of the benefits commission of the Zhuhai Lawyers Association), Dr. Shi Fu (lawyer and secretary of Beijing Zhongyin Law Firm (Zhuhai) and Dr. Chen Hongcun (lawyer) (“Participants”).

It was considered by the Participants that the said Guangzhou Arbitration Commission in Zhongshan is the sole arbitration entity, and which resolves, disputes of civil and commercial nature arisen among private entities.  It was also considered by the Participants, the status quo of arbitration in Zhongshan, among other aspects, the time duration usually needed for the resolution of a given case, and the criteria for the determination of the costs with a case.

It was also considered by the Participants, the stage and development pace of arbitration and mediation in Macau and Hong Kong.

As for Macau, it was considered that nowadays, it performs a relevant role within the promotion and development of the Great Bay Area (Macau – Hong Kong – Zhuhai) and that it is expected to see an added increase to the level of institutional cooperation not only at the private sector level but also at the public-sector level, regarding the three regions.

As for the neighbouring region of Hong Kong, it was also considered the “Apology Ordinance” provided in Chapter 631 of the Laws of Hong Kong, aiming at promoting and encouraging to present apologies in turn aiming at avoiding the escalation of disputes and thus facilitating an amicable resolution. It was therein also considered that the development status regarding this matter is different in Mainland China and in Macau.

The exchange of information between the Participants was a great success and a great start of relations with PTIAA with similar institutions, which will thus contribute pursuant to its Articles, towards the increase of study, understanding and cooperation between institutions and professionals from the three regions in the field of arbitration.

Upon closing the meeting of the Participants, Madam Mok I Leng also expressed having been quite pleased with the success of the meeting held and discussion had, having also taken the opportunity to welcome the said Dr. Han Haidong and Dr. Liu Wenwu, who became consultants of PTIAA.

Lawyer Mok I Leng at the Greater Bay Area Youth Club on 19th March 2019

The Macao Youth Federation, the Public Finance Department of the HengQin New Area and other governmental departments came together to organize a seminar aiming to promote and answer to some questions the Hong Kong and Macao youth had regarding the recently published taxation policies.

HC launches new programmes to nurture more future leaders

The University of Macau (UM) Honours College (HC) recently held an opening ceremony for the 2018/2019 academic year to welcome 186 new academically accomplished students, all of whom are student leaders drawn from 28 academic programmes. According to HC Dean Mok Kai Meng, the college has launched new programmes to admit more outstanding students with leadership skills.

At the ceremony, UM Vice Rectors Lionel Ni, Rui Martins, and Kou Mei presented admission certificates to the students. In his speech, HC Dean Prof Mok Kai Meng noted that most graduates of the HC in the past seven years have found jobs at international companies such as Deloitte, Jardine Matheson etc… or pursued further education at top universities in the world such as University of Oxford, University of Cambridge, etc…. The seventh graduates in Jun 2018 have been employed by the well-known companies or organizations such as Bank of China (Macau), PricewaterhouseCoopers (Macau), KPMG (Macau),  Deloitte Touche Tohmatsu (Macau), Tencent (Shenzhen), Sacred Heart Canossian College English Section, MIL Law Office,  China Construction Engineering (Macau) Company Limited, Sheraton Grand Macao Hotel, MGM Macau, etc… or admitted by top universities in the world such as Columbia University, University of Michigan, The University of Queensland, University of Manchester, University of Edinburgh, The Chinese University of Hong Kong, etc…. Moreover, one graduate has been admitted by INSEAD which is ranked among the best business schools in the world and will pursue the PhD study directly with the full funding scholarships.

He encouraged the new cohort of students to grasp the opportunities to work hard and try different things. He pointed out the necessity of developing leaderships skills through participating in student activities and expressed hope that the students would give back to society.

Established in 2009, the HC is dedicated to nurturing outstanding undergraduate students into future leaders of society. Students have the opportunity to study abroad at esteemed universities to gain an international perspective on the disciplines they study. Students will also have the opportunity to develop their potential and leadership skills through various research programmes, meetings with experts and leaders, and community services.

UM awards academic prizes to outstanding graduates

The University of Macau (UM) today (26 May) awarded academic prizes to 63 outstanding graduates at the Congregation 2018. In this academic year, the university gave out a total of MOP 4 million in over 60 kinds of academic prizes and scholarships to more than 380 students.

16 kinds of academic prizes were awarded to 63 graduates at the ceremony: Macau Foundation Academic Prize, Henry Fok Foundation Academic Prize, Bank of China Academic Prize, Luso International Bank Academic Prize, ICBC Macau Academic Prize, Wu’s Group Academic Prize, Choi Kai Yau Academic Prize, Lou Tou Vo Mathematics Academic Prize, Jorge Alvares Foundation Academic Prize, BNU Academic Prize, CEM Academic Prize, Synopsys Academic Prize, EasyTone Academic Prize, Macau Civil Engineering Laboratory (LECM) Academic Prize, ERS Academic Prize, and MIL Law Office Academic Prize.

Ieong Un Si from the Department of Government and Public Administration, who was admitted to UM on the recommendation of her secondary school principal, received the Macau Foundation Academic Prize. ‘UM provides a lot of academic resources and an exchange platform for me and other students. In the Honours College (HC), I was able to meet many outstanding and like-minded students from various faculties,’ says Ieong. ‘Through the HC, I had the opportunity to participate in an exchange trip to the University of Illinois Urbana-Champaign in the United States for a semester.’ Ieong discloses that she will study for an MSSc Programme in Public Policy at the Chinese University of Hong Kong starting this September and she hopes to give back to society with what she learns.

UM awards scholarships and academic prizes on various occasions, including the convocation, the scholarship presentation ceremony, and the ceremony for the conferment of honorary degrees and higher degrees.
