葡語仲裁衍生商機

莫綺玲：法律人才大增需提質

【本報消息】澳門青年企業家協會副理事長、莫綺玲律師事務所大律師莫綺玲表示，中葡平台、“一帶一路”的推進，令市場對葡語人才需求不斷增加，本地法律人才較過去大幅增長，同時亦衍生仲裁商機。認為澳門是時候抓緊機會，加緊培訓師資，提升人才質量。

莫綺玲表示，“一帶一路”戰略令澳門與東盟國家的合作日益密切。澳門擁有特殊地理環境及文化背景，葡語國家要開拓內地市場，澳門必然是一個平台。葡語國家企業會透過澳門物色相關人士協調商務上的溝通和文件往來，方便進入內地市場。雖然內地培養語言人才出色，如上海、北京等地翻譯人才水平相當高，澳門優勢在於具備中、英、葡三語人才，且了解葡國法律體系、與內地使用相似的法律體系，故兩地企業與澳門在理解層面上較能達到共識，中葡兩地企業均信賴澳門，亦因而衍生出仲裁商機。

律師倍增至五百仍不夠

雖然澳門屬初起步階段，但隨着中葡平台作用的發揮，兩地經貿往來增多，無可避免產生商業糾紛。兩地在企業糾紛上沒有相關指引，故大部分企業簽訂合同時會採用仲裁方式。澳門有仲裁中心，可令糾紛在最快及最有效方式下解決。

目前澳門法律人才不足夠，需要新血補充。樂見的是，現職律師登記已由過去近二百人增至近五百人，且大部分是中國人，主要受澳門環境、市場需求及內地政策等因素所帶動。澳門目前針對培訓中葡雙語法律人才，不過師資需要配合提高，除增加人才數量，還需提升人才質量。
